You could achieve something like that by running white noise through a filter and automating that filter. Put a low pass filter on your white noise and automate the cutoff to give it a sort of rise. You could also automate a high pass and low pass filter together to give it a sort of "sweeping" sound.

You want a formant-y filter to create a tone, and a high pass filter to sweep the lower frequencies out and then back in. I found a preset in KiloHearts ONE that sounds fairly similar (though it's missing the sort of AM-y bubbly effect) - it uses pitched up white noise with a "Vox" filter that goes through various vocal formants, then a high pass filter with a really slow moving envelope.

Oh yeah never thought of that one....

That's what I'm doing lol, I want it to sound smooth like blowing wind and not exactly like white noise

That looks awesome! I don't have that synth though unfortunately and I don't want to buy one for just that one preset

You don't need that synth to make that sound - you can make it in practically every synthesizer on the market, if you're willing to take the time and effort to translate the information onto your own softsynth. You could make it in Massive, Sylenth, Serum, FM8, Synth1, Razor, Harmor, 3xOsc (with some post processing), or really ANY synth that can output white noise, has LFOs, and has modulation envelopes.

If you want it to 'howl' a little bit use some resonance on the cutoff of the LP filter.

forgot to say that you can put an LFO on the white noise to make it sound like blowing, heres a preset in massive if you wanna see
