typically you mix, then master the mix.
so mix first.

If you can't access FL's Mixer, then you can't really do anything to any of your sounds (as far as I'm aware). You can just arrange things. If that's the case, you might have to try bouncing your arrangement to stems, then import it into another DAW and process your sounds there.

you have to assign inputs to certain mixer inputs...
i think that was the problem all along...

I would just get a new version of FL if that's the case - The mixer is one of the most important steps in creating a decent mix. Otherwise, bounce/export your stems and open them somewhere else like Protools, Logic, Cubase, whatever ..
