Samples/Plugins/Software/Gear / Is there difference in which program (or DAW) convert wav to mp3?

I recently finish the track and wanted to convert it to mp3 in FL  as always. But i read somewhere in internet that different daw or programs convert with different quality. Is this true? Or doesn't matter what program/daw  to use? And what you use for this matter?
