Composition/Arrangement/Theory / Snappy Rhythmic Bass Arrangement

Sorry for the vague title, I wasn't really sure how to word what I was actually trying to figure out.

In Trendy by Spock (https://soundcloud.com/theofficialspock/trendy) during a part of first drop (~1:01 -> 1:04 + 1:16 -> 1:19 + 1:24 -> 1:27), he creates a snappiness in his rhythm that I couldn't really put my newbie ear on. I kind of came to the assumption that he was putting a short sharp sound an 8th/16th before the downbeat bass hit.

I thought I could hear something similar in Touch Me by Loge21 (https://soundcloud.com/loge-21/loge21-touch-me-house-recordings) in the second and fourth bars of the drop. It sounds like the first and third bar have the plucky bass hit on the beat, while in the second and fourth its slightly pulled back.

If someone could let me know what it is that creates that snappy rhythm I'd be super grateful! Thank you (:
