Here's my most used free FX, most being easy on CPU:
Distortion: EpiCentre, Tridirt, MBitFun, MWaveshaper, Marauder, Qontrolr, Overtoner.
Saturation: Ferox, CodeRed Free, SonEQ (lovely drive knob) CL36 (multiband softclipper)
Compressors: UltraComp, OTT, NightShine, ReaComp, TDR Feedback Comp, MJUCjr.
Limiters: Limiter No6, Loudmax, BuzMaxi.
Modulation: Phazor, Blue Cats Chorus, Multiply, MPhaser, MFlanger, MFreq Shifter, Classic Chorus.
EQ: ParisEQ, BaxterEQ, TDR Nova.
Reverb: AriesVerb (beta),  KarmaFX Reverb,  EpicVerb.

Wow a lot of Vocodex mentions here, I personally like Dioxide in Reaktor, Morph2, Fruity Vocoder (with additional EQing/processing) also the MeldaProduction one can sound epic if you use less bands & tweak around (can sometimes sounds a mess with too many bands)

I only use free/cheap:
MakO sample pack, Erb N Dub, a couple computer music ones.. particularly from InsideInfo, Nookie, Mistabishi (can't remember the others but check out some CM VIP Series)

I got an FMR Audio RNC for £100. Very very transparent compressor, nice character on it if you start to crank the input.

Fracture by Glitch Machines is nice when chained in serial with some of the plugins you mentioned, along with Gross Beat.
iZotope Stutter Edit can get glitchy fast & sounds epic at times.
For this kind of stuff I usually just bounce in a sampler like DirectWave (or Kontakt), map the sample start position to velocity/lfos/whatever. Then try different grooves in midi while that is happening.
Sometimes I will throw in a unique distortion plugin like epicentre (free) which has a lot of algorhythms & settings to tweak for creating new sounds.
